On February 12, the Ministry of Justice held the inaugural meeting of the China-Shanghai Cooperation Organization Legal Services Committee and the first inter-ministerial joint meeting. In order to implement the spirit of the important speech delivered by General Secretary Xi Jin ping in the Qingdao Summit of the SCO, the Ministry of Justice took the lead in setting up the China-Shanghai Cooperation Organization Legal Service Committee. Thirteen departments including the Supreme People's Court, the Supreme People's Procuratorate, and the Ministry of Foreign Affairs are the member units. The committee awarded Shanghai University of Political Science and Law, Zhejiang Police Vocational College, and China-Shanghai Cooperation Organization Local Economic and Trade Cooperation Demonstration Zone as the first batch of exchange and cooperation bases to carry out model legal services. Fu Zhenghua, Minister of the Ministry of Justice and Deputy Director of the Office of the Central Committee for the Comprehensive Law-based Governance of the Country, attended the meeting and delivered a speech. Yuan Shuhong, Party Secretary and Deputy Minister of the Ministry of Justice, presided over the meeting. Professor Liu Xiaohong, the president of SHUPL, attended the meeting and gloriously accepted the critical mission.
The meeting stressed that the committee should take Xi Jinping's thought on socialism with Chinese characteristics for a new era as the guidance, deepen the exchange and cooperation on the basis of rule-of-law, enhance coordination, improve the rule of law capacity, optimize the law-based business environment, innovate legal service methods, improve the diversified dispute resolution mechanism. And provide legal support for economic and trade cooperation. The year of 2019 is the first year of the establishment of the committee. All member units should thoroughly study and implement the spirit of the important speech by General Secretary Xi Jinping, cooperate with each other, actively implement the relevant work of the committee.
The member units are the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Education, the Ministry of Public Security, the Ministry of Finance, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council and so on.
The Shanghai University of Political Science and Law has been deeply involved in the preparations for the China-Shanghai Cooperation Organization Legal Services Committee. Since 2015, according to the deployment arrangements of the Ministry of Justice, SHUPL has actively participated in the relevant work of the meeting of the Ministers of the SCO member states. Its staff have attended the meeting of the Minister of Justice and the preparatory meeting. The legal service training for the judicial officials of the relevant member states have been successfully carried out.
Under the leadership of the China-Shanghai Cooperation Organization Legal Services Committee, Shanghai University of Political Science and Law will, as always, thoroughly study and implement the spirit of the important speech of General Secretary Xi Jinping, and rely on the China National Institute for SCO International Exchange and Judicial Cooperation to integrate the legal service resources of the SCO member states, promote the establishment of a diversified dispute resolution mechanism involving multiple departments and multiple countries, properly resolve the Belt and Road trade and investment disputes, equally protect the legitimate rights and interests of Chinese and foreign parties, build a stable, fair and transparent legal business environment, and provide strong legal support for the Belt and Road Initiative.
