  On January 16, leaders from the Anti-terrorism Bureau under the Ministry of Public Security and the Shanghai Municipal Public Security Bureau visited the China National Institute for SCO International Exchange and Judicial Cooperation (hereinafter, CNISCO) to conduct on-site research.

Liu Yunfeng, Director of the Anti-Terrorism Bureau of the Ministry of Public Security; Lu Dong, Deputy Director of the Shanghai Municipal Public Security Bureau and Deputy Director of the Anti-Terrorism Office; Sun Kai, Chief Commander of the Anti-Terrorism Team of the Shanghai Municipal Public Security Bureau; Hu Jiling, Vice President of the Shanghai Institute of Political Science and Law (hereinafter, SHUPL) and Secretary of the Party General Branch of the CNISCO Office; Wang Wei, Director of the “Belt and Road” Security Research Institute of the CNISCO; Wang Yufeng, Director of the CNISCO Emergency Management and Forensic Appraisal Research Center; Rong Daofu, Vice Director of the President's Office; Yin Xiaohui, Vice Director of the Training Department of CNISCO Office, and relevant comrades attended the meeting. The meeting was presided over by Chen Xiao, Director of the Training Department of CNISCO Office.

Hu Jiling comprehensively expounded on the work process of CNISCO. She said that under the care and guidance of the Ministry of Public Security and with the strong support of the Shanghai Municipal Public Security Bureau, CNISCO’s international training in 2019 reached a record high, effectively implementing President Xi Jinping’s solemn commitment on major international occasions. The CNISCO has given full play to the three core functions of training, think tank and forum, actively served the country’s diplomatic strategy, and further expanded its influence at home and abroad. Hu hoped that under the guidance and support of the Ministry of Public Security and the Shanghai Municipal Public Security Bureau, the CNISCO could further improve the quality of training, strengthen relevant business assurance, and break new ground in its work in 2020.

Lu Dong pointed out that the Shanghai Municipal Public Security Bureau will continue to substantially support the training of foreign police in CNISCO, coordinate and arrange the annual training of foreign police, so as to promote better cooperation between all parties and carry out the training work more methodically.

On behalf of the Anti-Terrorism Bureau of the Ministry of Public Security, Liu Yunfeng affirmed the overall work of the CNISCO, pointing out that the CNISCO can build platforms by utilizing training and forums, unite social forces by taking advantage of academic exchanges, and tell Chinese stories well by introducing China’s policies and experiences in anti-terrorism and de-extremization governance to SCO member states, observer states, dialogue partners and other countries along the “Belt and Road” route. Liu Yunfeng especially affirmed the important value of the CNISCO Anti-terrorism Research Center and expressed that the Center can serve both national decision-making and actual combat demands, and the Anti-terrorist Bureau and relevant parties can cooperate with it, such as carrying out project research and jointly training data analysis talents. He hopes that the CNISCO will further conscientiously implement the spirit of President Xi Jinping’s series of important speeches and better promote relevant work.

The discussion was lively and the participants made suggestions and suggestions on the future development of CNISCO.
