On the occasion of the 19th anniversary of the Shanghai Cooperation Organization, CNISCO successfully held the Alumni Forum on the afternoon of June 16. Niu Haifeng, Deputy Director of the International Cooperation Bureau of the Ministry of Public Security; Xie Xiaoyong, Deputy Secretary-General of the SCO Secretariat; Hu Jiling, Vice President of Shanghai University of Political Science and Law; Dong Bin, Deputy Director of Headquarters of the Shanghai Municipal Public Security Bureau; alumni from India, Kyrgyzstan, Russia, Uzbekistan Pakistan and other countries along with representatives of relevant organizations attended the Forum via video to exchange views on “Opportunities and Challenges for Building a SCO Judicial Community of a Shared Future under the New Situation”. The Forum was chaired by Yin Xiaohui, Deputy Director of the Training Department of the CNISCO Office.
Hu Jiling extended a warm welcome to the domestic and foreign guests attending this Alumni Online Forum. She pointed out that the current epidemic situation is still grim and complex, and the challenges for building the SCO judicial community with a shared future will be more arduous, but opportunities often coexist with challenges. We look forward to taking this forum as an opportunity to enhance communication and exchange, deepen cooperation in various fields, and promote the SCO to uphold the “Shanghai Spirit” and meet new challenges in the new situation.
In Niu Haifeng’s keynote speech, he affirmed the importance of this forum, shared the experience and practice of Chinese public security organs actively practicing the concept of “people-centered” and devoted themselves to the front line of the anti-epidemic war. He stressed that while doing a good job in the prevention and control of the epidemic situation in China, the Chinese public security organs have also actively cooperated with SCO member states and other countries in international anti-epidemic cooperation and combating transnational crimes involving epidemic diseases in accordance with the law. It is suggested that the role of SCO in regional and international affairs should be further brought into play. By constructing a judicial community of a shared future, we will solve the difficult problems of the times, resolve the risks and challenges so as to realize common security. Meanwhile, we should further give full play to the role of CNISCO to strengthen the research on non-traditional security issues, and jointly enhance the capability and level of law enforcement of judicial personnel in SCO member states.
In Xie Xiaoyong’s keynote speech, he reviewed the development and major achievements of the SCO in the past 19 years since its founding and expressed his affirmation of the anti-epidemic cooperation carried out within the SCO framework this year. He pointed out that judicial cooperation within the SCO framework was well developed and laid a solid foundation for building a judicial community of a shared future. Since the outbreak of the epidemic, SCO member states have actively engaged in international anti-epidemic cooperation with practical actions, fully practicing the concept of mutual assistance and community of a shared future.
Speeches were made by alumni and representatives of relevant organizations. Participants said that the CNISCO Alumni Online Forum provided a new platform for alumni to conduct online exchanges during the epidemic window period, actively expanding the overseas influence of CNISCO. Experts and scholars from various organizations and SCO member states in the fields of justice, law enforcement, counter-terrorism, education, diplomacy and so on take this opportunity to speak freely and make suggestions on jointly grasping opportunities and meeting challenges under the new situation for building a judicial community of a shared future in Shanghai.
Justice Mushir Alam, Honorable Judge of the Supreme Court of Pakistan and CNISCO 2019 Alumnus, shared his feelings of visiting the Chinese courts last year in his speech. He fully affirmed China’s development, and at the same time proposed four stages of proposals for the establishment of an efficient, transparent, and responsive judicial and additional dispute resolution mechanism among the SCO countries and the BRI countries.
Vadim Barchuk, Deputy Director of SCO RATS and CNISCO 2019 Alumnus, fully affirmed the training results of CNISCO in 2019. He said that although the international counter-terrorism situation remained serious, part of the work within the framework of the SCO RATS had ensured stability in the region and provided a strong guarantee for the development of all SCO countries.
Subai Anabek, head of the CNISCO Research Center in Kyrgyzstan (Construction Site), said it was an urgent task for the SCO national legal institutions to set up an alliance of national legal institutions and jointly train high-level legal professionals.
Sridhar Patnaik, Professor of Law and Senior Management of the Jindal Global Law School (JGLS) in India, pointed out that there are many similarities between Chinese and Indian culture, philosophy, and ideas. As two major emerging economies, China and India should play greater roles in promoting joint cooperation.
Liu Xinyu, Head of CNISCO Russia Research Center (Construction Site) and Prof. Dmitry Melnikov from the Russian Academy of Sciences shared the fruitful results of Russian judicial researches and the newest goals. He said that the development of the SCO judicial system would be conducive to the development of new cooperation in this new situation.
Kasimov Ilmurat, SHUPL 2019 Graduate and staff of the R&D Center for Investment Projects of the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan, witnessed the development and changes of the CNISCO for seven years. He suggested holding international conferences and joint studies for youth experts in SCO countries.
Sheng Hongsheng, a professor at Shanghai University of Political Science and Law, pointed out that building a judicial community of a shared future is an important part of building a community of a shared future for all humankind. It is necessary to correctly grasp the relationship between international law and domestic law, handle the relationship between the SCO, as a regional international organization, and other international organizations, and proceed from the overall situation of the SCO to achieve win-win and all-win results.
As the world’s largest and most populous comprehensive regional cooperation organization, the SCO countries, united as one, will continue to deepen our cooperation and contribute “SCO Wisdom” and “SCO Strength” to the early victory of the anti-epidemic war, the restoration of economic and social development as well as the construction of a community of a shared future for all humankind. The China-National Institute for SCO International Exchange and Judicial Cooperation will continue to give full play to the three functions of “training, think tanks and forums” to serve the Shanghai Cooperation Organization and the national strategy, contributing to the construction of the SCO Judicial Community of a Shared Future and the further promotion of exchanges and cooperation in the areas of judicial and law enforcement in the SCO countries.
