CNISCO Held the Graduation Ceremony of "SCO Judges Seminar"

The graduation ceremony of SCO Judges Seminar was held at CNISCO on Apr. 21. Liu Guixiang, Second Judge and full-time member of the Judicial Committee of the Supreme People's Court, President of SHUPL Liu Xiaohong, Director of CNISCO, Sun Xiaoyong, President of National Judges College, Mao Ronghua, Vice President of Shanghai Higher People's Court, Yu Xiaoyu, Deputy Director of International Cooperation Bureau of Supreme People's Court, and Li Yang, Project Director of Academy for International Business Officials attended the graduation ceremony. 27 participants from Kazakhstan, Russia, Tajikistan and Uzbekistan participated in the graduation ceremony hosted by Sun Xiaoyong.


Judge Prodi Mafuzuda of the Supreme Court of Tajikistan expressed his heartfelt thanks to the Chinese counterparts for hosting the seminar. He pointed out that the judicial system is an important factor to ensure the territorial security and stability of the One Belt One Road countries. The seminar will help member states to understand China's legal culture and judicial system, further enhance mutual trust and mutual benefit among member states, and have a practical impact on the professional work of judges in relative countries.


According to Justice Shahnoza Akatova of the Supreme Court of Uzbekistan, the measures taken by member states to deal with the COVID-19 outbreak are similar, with the main aim of ensuring macroeconomic stability, promoting external economic activities, and effectively providing judicial protection to the population during the outbreak. Akatova thanked the Chinese side for providing this training opportunity and hoped that the member states would continue their dialogue in the future through online meetings and offline visits.


Liu Xiaohong said that the SHUPL and CNISCO attach great importance to academic exchange of law among SCO countries. Liu pointed out that the seminar has laid a solid foundation for the development of international legal exchanges in the post-pandemic era. It is hoped that this seminar will build a bridge for the communication among the legal communities of the SCO member states, jointly promote international judicial cooperation and global law-based governance, and make more practical explorations for the progress of human judicial civilization and the building of a community with a shared future for mankind.


Liu Guixiang pointed out in his speech that the success of the seminar has deepened the understanding of member states' judicial systems and judicial practice, and will further promote the judicial cooperation among member states in aspects such as the response to the pandemic, protection of cross-border trade, judges training, case study, the construction of a information-based court and other aspects. It is hoped that through more exchanges and communication, all the parties will continue to deepen cooperation in judicial, anti-pandemic and security fields, enhance friendship among all countries and improve the common well-being of China and the people of other countries attending the conference.


The seminar lasted for 7 days. Judges from the member states conducted online learning and research on courses of Chinese national conditions and legal culture, judicial system, construction of intelligent court, foreign commercial trial system, criminal procedure trial system, civil code introduction and etc. The participants also participated in the symposiums of Judicial Measures Taken by SCO Countries in Response to COVID-19 Pandemic and Judicial Protection of Cross-border Trade and Investment in the Shanghai Cooperation Demonstration Zone, and paid a online visit to the CNISCO and the Beijing Internet Court.


The success of SCO Judges Seminar enabled judges of the SCO member states to have an in-depth understanding of China's important achievements and successful experience in promoting the legal construction, which effectively promoted the exchanges and cooperation of the SCO in the field of international justice.
