CNISCO Held the International Symposium on the Rule of Law in Education

On the afternoon of September 24, tthe International Symposium on the Rule of Law in Education, hosted by CNISCO and organized by Guizhou Police College, was successfully held. The activity gathered Chinese and foreign officials, experts and scholars to conduct thematic discussions on issues related to the rule of law in education through the combination of online and offline, aiming at sharing the latest achievements, jointly discussing, and boosting the development of the rule of law in education around the world.


Sun Xiaobing, Executive President of Chinese Society of Educational Development Strategy and Former Head of Department of Policies and Regulations of Ministry of Education, Guan Baoying, Counselor of Shanghai Municipal People's Government and and Former Vice President of SHUPL made keynote speeches. The seminar was hosted by Wang Wei, Dean of Belt and Road Security Research Institute of SHUPL. 


Sun Xiaobing pointed out that sino-foreign cooperation in running a school is an important part of Chinese education and Chinese international education. It is a major innovation and needs summary of experience,  in-depth research and continuous reform and development. Presently, Sino-foreign cooperation in running schools is in urgent need of new development. Therefore, we should further strengthen the construction of chinese-foreign cooperative schools in China, expand the openness of chinese-foreign cooperative schools, extend the application of chinese-foreign cooperative schools to vocational education and preschool education, and innovate the mechanism of running schools.


Guan Baoying introduced the main achievements of the rule of law in Education in China, and believed that it was systematic, idealized, mechanized and effective. He analyzed the incompatibility between the rule of law in education and the modernization of governance system, and expounded that the reasonable connotation of the modernization of the rule of law in education should be based on the people's nature, relying on the legal system, taking the openness as the operation logic, taking the training of talents as the goal and taking the internationalization as the vision. Therefore, education code should be formulated to straighten out the relationship between educational administrative power and educational rule by law, so as to legitimize the qualification of educational rule by law and make educational governance the mainstream of contemporary educational rule by law.


During the seminar session, the speakers discussed various issues of the rule of law in education, exchanged and shared different experiences and practices of Kyrgyzstan, Mongolia, India, Malaysia and Macao, China, conveying their great importance to the establishment of the rule of law system in education and the realization of the goal of education modernization.


Zhang Li, Secretary-General of the National Education Advisory Committee and Former Director of the Education Development Research Center of the Ministry of Education, comprehensively analyzed the macro situation and policy orientation of China's education modernization, and pointed out that under the current situation, we should renew the education concept, reform the education mode, innovate the service format and innovate the governance mode .China's education modernization is mainly targeted at the goal of national modernization, which requires the modernization of governance system and capacity, and the support of education informatization and internationalization. We should draw on the experience of other countries, which is of strategic significance to the realization of the Chinese dream of national rejuvenation.


Subay Anarbek, Principal Consultant of Kyrgyz National University, said that the fundamental purpose of legal construction of higher education in the new era is to provide a solid legal guarantee for accelerating the modernization of higher education, building a strong country in higher education, and running higher education that the people are satisfied with. It will form a new pattern in which the government runs higher education, universities run their schools, and teachers teach in accordance with the law. He suggested that Law should be included in compulsory courses in schools to make it a habit and necessity for people. Only when the value of the rule of law is deeply rooted in people's minds that schools can be run by law, and we can truly build a harmonious and prosperous society.


Feng Ziwen, representative of the Belt and Road Research Center of The City University of Macau, pointed out that the release of the Overall Plan for the Construction of Hengqin Guangdu-Macao In-depth Cooperation Zone has provided a new platform for Macao universities to participate in the cooperation of jointly running schools by Guangdong, Hong Kong and Macao universities and building superior disciplines, laboratories and research centers. The establishment of the Cooperation Zone not only provides a clear way out for Macao's industrial diversification and economic and social transformation, but also helps young people in Macao better integrate into the overall development of the country, which enables Macao to play a role in promoting integrated regional development for the country. This will be a major boost for Macao to take the practice of one country, two systems to a new level.


Jiao Junfeng, Deputy Director of Center for Counter-Terrorism Studies of Zhongnan University of Economics and Law, pointed out that the university constitution has special value in the university governance by law, promoting the effective implementation of the university governance by law, and coordinating the relationship between the stakeholders of the university.


Dato'Dr Toh Kian Kok, Pro Vice-Chancellor and Professor of UCSI University, said that education and culture are the keys to build a more inclusive, cohesion and competitiveness of a country, as education and culture are allabout connecting research and innovation with personal and social development,in order to provide highly skilled talents, which is the catalyst for economic growth and ultimately happiness and success for people. Education policies for the 21st century must support international student exchanges, facilitate exchanges and dialogues between academics and researchers, and foster structural collaboration between higher education providers and government authorities and industry players.


Ch. zegiimaa, President of Graduate University of Mongolia, stressed the growing role of research universities. COVID-19 pandemic is not just a health crisis, but an economic crisis, an education crisis, an inequality crisis and more. Knowledge is the solution to these problems. Research universities play a key role in creating and disseminating knowledge, developing highly skilled leaders and serving the needs of society.


Liu Yacong, Foreign Affairs Counselor of Graduate University of Mongolia and Dean of the Belt and Road International Development Research Institute proposed that the platform of education is the foundation and the quality of education is the lifeline. He proposed to improve the quality of talents and implement the five-in-one training mode of sino-Mongolian international cooperation in teaching, scientific research, practice, thesis and forum, so as to continuously improve the quality and level of cultivating high-end talents for all-round cooperation and development between China and Mongolia.


Wang Na, Chinese Director of the Chinese Language Training and Research Center of O.P. Jindal Global University, India and Vice Dean of the School of Criminal Justice of SHUPL stated that the international education shares the same essence of education, which particularity lies in the international factor. We must respect the basic law of education and the objective development trend of internationalization and globalization. The development of international education must and can only take the road of rule of law. On the premise of respecting the laws of education and based on the essential function of education to cultivate and promote human development, each country formulates strategies and rules for the development of international education, so as to promote the normal and non-special development of international education, namely, the integration of ethnic education and international education.

In the end, Guan Baoying gave a summary speech, presided over by Wang Yufeng, Director of the Emergency Management and Forensic Expertise Research Center of CNISCO.


The seminar gathered wisdom and consensus, including theoretical and academic research as well as practical experience sharing and countermeasures. The atmosphere was warm, the results were abundant, and the opinions and suggestions were timely and forward-looking.  The results laid a solid foundation for The Seminar on the Rule of Law in International Education Policy forthe Future to be held at CNISCO.


The seminar was invited to be included in the opening period of China-ASEAN Education Exchange Week 2021. The participants shared the expectation that all countries and parties explore more issues of the construction of the rule of law in education in more diversified forms based on their respective advantages and characteristics in the future. They hoped that the discussion of the rule of law in education could be used as a bond to strengthen the connection of all countries. We should jointly promote cultural exchanges and cooperation among the B&R countries, including the SCO and ASEAN countries.
