China National Institute for SCO International Exchange and Judicial Cooperation (hereinafter, CNISCO) was inaugurated in May 2014 at Shanghai University of Political Science and Law (hereinafter, SHUPL). It was formally completed in September 2017. The establishment of CNISCO at SHUPL is of great importance, as for the first time a local university in Shanghai is directly serving overall national diplomatic strategies since the establishment of China.

        On September 13, 2013, at the 13 Meeting of the Council of the Heads of State of the SCO Member States, Chinese President Xi Jinping delivered a speech titled Carrying Forward the Shanghai Spirit ' and Promoting Common Development, in which he announced that China will set up CNISCO at SHUPL and is willing to cultivate judicial talents for other SCO member states via this platform. Later on September 12, 2014, at the Dushanbe Summit and on October 7, 2015, at the Ufa Summit, President Xi Jinping reiterated twice that China would assist SCO member states in cultivating judicial talents relying on CNISCO.

        On June 10, 2018, at the 18th SCO Summit, Qingdao, President Xi Jinping said China would use platforms such as China National Institute for SCO International Exchange and Judicial Cooperation to train 2,000 law enforcement officers for all parties in the next three years to enhance law enforcement.

The establishment of CNISCO at SHUPL is an important decision made by the central authorities according to the strategic demands of overall domestic and international situations, Firstly, CNISCO could be a new fulcrum for SCO's diplomatic construction. Secondly, CNISCO could be a new spotlight for promoting the collaborative development of the Yangtze River Delta region. Thirdly, CNISCO could be a starting point for supporting Shanghai with further reform and opening up and reaching out to the world.


Under the active support and guidance of the Committee of Political and Legal Affairs of the CPC Central Committee, the Supreme People's Court, Ministry of Foreign Affairs, National Development and Reform Commission, Ministry of Public Security, Ministry of Justice, Ministry of Education, CPC Shanghai Municipal Committee, Shanghai Municipal People's Government and related committees, offices and bureaus, SHUPL has been making, and will continue to make every effort to build a national judicial cooperation platform focusing on officials training, anti-terrorism and safeguard stability, international exchange, academic research and legal consultation to serve national security and diplomatic strategies. CNISCO is also undertaking international cooperation research, that is, senior experts in the field of diplomacy in Shanghai, in China or any part of the world are gathered here, leading to the inception of a diversified and open research team and a diplomatic think tank, which has made affirmative explorations on studies on construction of Eurasian security, SCO and the Belt and Road

Over the years, CNISCO has already accomplished several training tasks entrusted by the Ministry of Public Security, Ministry of Justice and Ministry of Commerce, etc. Research outcomes at CNISCO have preliminarily shown its function of serving national strategies Research centers of CNISCO are being expeditiously established nationwide. On July 8, 2015, the Supreme People's Court found and awarded the Judicial Research Center for the Belt and Road Initiative at SHUPL. The international influence of CNISCO has become increasingly prominent.
